 STORMWATER MANAGEMENT DESIGN

Nearly every project that will disturb soil requires a Stormwater Pollution Prevention Plan (SWPPP). When the Project Area is greater than one acre, the project owner is required to obtain a State Pollution Discharge Elimination System permit (SPDES). Many Municipalities have more stringent stormwater management guidelines. Project requirements can include peak flow mitigation, water quality treatment, Green Infrastructure requirements and Erosion and Sediment Control Plans. Atzl, Nasher and Zigler’s experienced staff can provide cost effective solutions to meet these Local and State requirements during planning, design and construction. Our Engineers have multiple stormwater certifications including Certified Professional in Erosion Control (CPESC), Certified Professional in Stormwater Water Quality (CPSWQ), and Certified Professional in Municipal Stormwater Management (CPMSM).

 STORMWATER POLLUTION PREVENTION PLAN (SWPPP)

During construction, projects required to have a State Pollution Discharge Elimination System permit (SPDES) are required to have regular construction erosion and sediment control inspections. When the total disturbance is less than five (5) aces, the inspections are weekly. When greater acreage is disturbed, inspections are required twice a week. The SWPPP inspections include observations of the Erosion and Sediment Control practices including photographs, and recommendations for correcting deficiencies. The inspections are required to be performed by a qualified inspector as defined by the permit or under the direct supervision of the qualified inspector. The New York State Department of Environmental Conservation (NYSDEC) can impose fines of $37,500 per day per violation when a site has sediment laden stormwater leaving the site. Atzl, Nasher and Zigler’s experienced staff can perform the Erosion and Sediment Control Inspections. Our goal is to assist the Owner in meeting the requirements of the Permit during construction to avoid fines; advising the contractor in implementing the Erosion and Sediment Control Plan; pointing out deficiencies observed during the inspection; confirming deficiencies have been repaired; and suggesting modifications to the Erosion and Sediment Control Plan as site conditions change during construction.
